NUMBER OF CERTIFIED LDE OPERATORS REQUIRED FOR A CRITICAL LIFT

The following is provided for information and to clarify confusion regarding the "number of certified crane operators required for a critical lift".

There is no GSFC or NASA requirement that 2 certified crane operators perform ALL critical lifts. Confusion has been generated from the fact that an existing NSI Administrative Procedure calls for 2 certified crane operators for critical lifts performed by NSI. Most of NSI’s critical lifts in the Bldg 7, 10, 15, 29 complex involve either payload integration or payload movement (in)to environmental test facilities. These lifts are usually complex in nature and the payload is often in a “full-up” condition requiring both a certified crane operator and a certified “rigger/signalman”.[Note: GSFC crane operators are certified to not only operate cranes, but they are also certified to rig the load and provide signaling to the operator.]

For “critical” lifts that are simple in nature, one certified operator may be sufficient. It is the operator’s decision. Other personnel may assist the operator in physically attaching lifting equipment to the load, but it is the operator’s responsibility to ensure that the load is properly and safely rigged.
